Scouting Report: Young Dominican righty signed during initial international signing period in 2007. Has a lot of room to fill out his frame. His fastball has nice late movement, sits between 90-93 mph, and has topped out at 96 mph. Also has an above average 77-80 mph slider and a developing low-80s changeup that needs work. Good command. Mature and poised on the mound. Fluid delivery, but can short-arm the ball on occasion.
