Scouting Report: Young Dominican righty signed during initial international signing period in 2007.  Front-of-the-rotation starter or high-leverage reliever potential. Has been filling out his frame, with some room to add a little bit more. His fastball sits between 94-96 mph and tops out at 99 mph with late hop, but comes in relatively straight with minimal horizontal movement and not much deception. May need to develop a cutter or a 2-seam fastball as he rises up the ranks. Also has a tight-breaking 82-85 mph slider with plus potential. Can be a wipeout pitch. Needs to be more consistent with finishing slider out of his delivery. 88-91 changeup is currently below-average, but has been developing feel. Separation from his fastball can improve. Good command, but can overthrow on occasion. Mature, focused, and poised on the mound. Fluid and balanced delivery, but can short-arm the ball now and again. Throws from a high 3/4 arm slot.
