Scouting Report:  Howard's fastball topped out at 99 mph before an elbow injury in 2002, and it now sits between 91-95 mph.  Also mixes in a change-up and a slider, both of which are average to below average. Has problems with control when his fastball gets up in speed.  Has issues with keeping his delivery consistent.  Howard struggles against lefties.
